Parts of this constitution are declared but not yet enforced by the network. They are recorded here as provisional so the document never claims more authority than the ledger gives it.
- Supply. The issuing authority retains the power to mint. Until that key is surrendered, the ten billion ceiling is a declaration of this office, not a limit the network enforces.
- Custody. The National Reserve is held in a single account under a single signature. The escrow and the six pillars described herein are provisions of intent.
The sovereign supply.
Ten billion AURAXSTELLAR exist. No mechanism in this constitution creates more. Deployment means moving capital that already exists from the treasury to the citizens who earned it.

The supply is capped at ten billion and the intent is that it never grows.

Verification follows a chain, and it is only as strong as its weakest link: a wallet reads the issuer's home domain, fetches the file from it, then looks for the currency entry. The entry is correct, but the home domain does not resolve, so nothing reaches it. One correction to the issuing account closes the chain.

Surrender of the minting authority
The issuing account retains its signing key, so further AURAXSTELLAR can be created. Until that key is disabled, the ten billion ceiling is the word of this office rather than a rule of the network. One irreversible transaction settles it.

The National Reserve is held in one account under one signature. The escrow and the six-pillar apportionment are provisions of intent until multi-signature custody is in force on the network.
